As a county / city official I want to

1. Be informed every time new guidances has been updated so I can be prepared every time I am contacted by residents/business owners
2. Be able to identify modifications made in the PDFs so that I can easily recognize changes and update our website
3. Be able to easily compare state and county guidances to be informed of all guidelines that apply to each business owner
